Last year, there was even a case where an administrator used employee passport information for extortion; and in human resources, collaborating deeply with headhunting firms to receive kickbacks is nothing new. Moreover, adding markups in API interfacing, profiting from payment kickbacks, and earning rebates from buying traffic...
Every segment of this industry can squeeze out profits, and many bosses are aware of the internal situations but choose not to name or expose them, tacitly allowing these practices to continue.
