菲律宾中央银行（Bangko Sentral ng Pilipinas, BSP）近日发布一份公众咨询草案，拟对涉及在线赌博支付的银行与电子钱包服务实施更为严格的监管。此举旨在强化对未成年人、问题赌徒及其他弱势群体的保护，并提升行业合规水平。

新规核心措施：限额、时间限制与生物验证

根据草案内容，所有为在线赌博平台提供支付服务的银行、电子钱包与支付服务提供商（PSP），将被要求落实更严密的技术与行为限制：

每日消费上限

使用时长限制（最多 6 小时/天）

强制启用生物识别验证

草案同时提出设立专属“在线赌博交易账户（Online Gambling Transaction Account, OGTA）”，该账户须独立于主账户运行，用户每次需手动转账资金进入 OGTA进行赌博消费。

具体限制如下：

OGTA 账户余额不得超过用户日均余额的20%

达到每日使用时间上限后，将触发 24 小时“冷静期”

禁止在 OGTA 中启用任何形式的借贷功能

过渡期六个月，违规最高罚款达百万比索

根据 BSP 规划，新规一旦正式颁布，将在15 天后生效。现有 PSP 将拥有6 个月过渡期调整其系统流程与技术配置。

不合规者将面临严重处罚：

每项违规行为最高处以 100 万比索（约 17,600 美元）罚款

情节严重者将被暂停或撤销赌博支付处理权限

此外，运营商入驻 PSP 时须全面披露受益所有人信息，并满足反洗钱（AML）与消费者保护的严格标准。

金融科技联盟支持监管改革，承诺提升风险意识

代表 GCash、Maya、联昌国际银行（CIMB）等主要参与者的菲律宾金融科技联盟已公开表示支持 BSP 此次监管草案。

该组织承诺将：

强化商户账户合规审查

部署实时检测工具以识别非法赌博支付流

开展公众教育，增强用户对在线赌博风险的认知

背景补充：赌博监管升级，聚焦责任与金融安全

此次改革正值菲律宾政府逐步强化博彩产业监管的关键阶段，在线赌博快速扩张引发诸多社会担忧，包括青少年参与度上升、过度消费行为及可能的跨境资金洗钱问题。

BSP 表示，此举不仅关乎金融合规，更体现其推动“金融责任与社会保护并行”的政策导向。未来可能还将出台更多支持措施，例如纳入信用报告、支付接口审查与技术准入门槛提升等。
