The government of Mato Grosso do Sul has published a new notice to select a company that will operate Lotesul, the state lottery that has been suspended for almost 20 years. The electronic auction is scheduled for March 17 and seeks a specialized company to implement a technological system to control lottery activities.
The initiative, resumed in 2021, plans for 50% of the funds to be allocated to housing programs. A previous notice from 2022 was annulled after a decision by the STJ that accepted a request from NGT Brasil Tecnologia. According to technical studies, the lottery could generate R$ 9.8 billion in revenue over 10 years, of which R$ 7.5 billion will be distributed in prizes.
According to the announcement, the intention is to hire a specialized company for the implementation and operation of a technological solution that controls lottery activities, integrated with a payment system, to manage and control the activities and financial flow of the lottery operators of the state.
This also includes maintenance, customization, and necessary updates during the contract, with full delivery of the source code and database at the end of the contract.
The electronic auction is scheduled to take place on March 17, at 8:30 AM, at www.compras.ms.gov.br.

Lotesul
In 2021, Reinaldo Azambuja, the governor at the time, sanctioned the return of the service in the state. According to the law sanctioned that year, 50% of these resources were to be allocated to financing programs in the housing area. The Executive Power allocated R$ 146 thousand in additional credits in the 2021 fiscal year for compliance with the law.
Later, in August 2022, the government published a notice for those interested in operating the new version of Lotesul, but it was challenged at the STJ (Superior Court of Justice).
Decisions from the first and second instance, in Mato Grosso do Sul, ruled in favor of the request from the Paraná-based company NGT Brasil Tecnologia e Atividades Lotéricas Ltda.
Interested in exploring the service, the company's lawyers filed a writ of mandamus against the notice, pointing out that the government did not launch a tender to choose just one company, but a public call in which several could meet the requirements.
The State Attorney General's Office (PGE) filed an appeal, but the STJ upheld the decision to annul the notice, in June 2024.
According to a technical study attached to the process of the Court of Justice of Mato Grosso do Sul, the State Lottery of Mato Grosso do Sul could generate R$ 9.8 billion in revenue over 10 years of operation. Of this total, R$ 7.5 billion will be distributed in prizes (payout).
