Brazilian Senator Humberto Costa has submitted Bill No. 3754/2025 to the Senate, proposing to raise the minimum gambling age from 18 to 21 and to impose stricter deposit and advertising restrictions on gamblers.
The bill stipulates that a player's monthly deposits should not exceed the minimum monthly salary, and the Ministry of Finance may set additional daily and weekly limits. Additionally, gambling advertisements will be prohibited from 6 AM to 10 PM, and operators will be banned from sponsoring sports, cultural, artistic, and festival events, regardless of whether they receive government funding. Marketing targeted at individuals under 21 will also be completely prohibited.
Costa stated that this measure aims to mitigate the negative impacts since the legalization of the gambling industry in January 2025, mentioning issues related to gambling debts, homicides, and students misusing tuition for gambling.
In May this year, the Senate passed an amendment prohibiting influencers and athletes from endorsing gambling and placing advertisements during sports events and live broadcasts, but it did not completely ban them.
Meanwhile, Bill No. 2234/2022, which has been shelved for many years and involves the legalization of physical casinos, bingo halls, instant lotteries, and horse race betting, is expected to re-enter the agenda in the second half of 2025, loosening restrictions on the physical gambling industry banned since 1946.
