The controversy over the Philippines' "Sunshine Prison" has resurfaced, with lawmakers calling for a comprehensive congressional investigation into prison abuse and human rights issues.

Recently, members of the "Patriots Alliance" in the Philippine House of Representatives formally submitted a resolution urging Congress to jointly launch a comprehensive investigation into the alleged systemic abuse and serious human rights violations by the Bureau of Corrections (BuCor). The members pointed out that BuCor frequently violates regulations in areas such as severe lack of medical services, humiliating physical examinations of female visitors, and refusal of access to human rights organizations, causing serious harm to the physical and mental health of prisoners and greatly damaging their dignity and legal rights.

According to related reports and multiple complaints, the prison environment managed by BuCor is harsh, and medical resources are extremely scarce. Many prisoners have been unable to receive necessary medical assistance for a long time, and even their health conditions continue to deteriorate. Moreover, the humiliating inspections encountered by female visitors during visits have caused strong social reactions. Despite multiple applications from human rights bodies to enter the prisons for supervisory investigations, all have been refused by BuCor, making it difficult to advance the investigation work.

Meanwhile, recent media exposures of the "Sunshine Prison" — an immigration detention center — also reveal issues such as harsh conditions and concerning health statuses of detainees. This detention center, due to its chaotic management and inhumane treatment, has been severely criticized by Senator Zhang Qiaowei. Whether this center will be included in the congressional investigation has become a focal point of public attention. Several experts have called for the establishment of uniform regulatory standards and strengthened supervision over all detention facilities to effectively protect the basic human rights of detainees.

Facing public pressure, the concerned members emphasized that the congressional investigation aims not only to expose the facts of abuse but also to hold accountable those responsible, and to promote the establishment of a transparent and improved prison management mechanism to prevent similar abuse incidents from happening again. They urge government departments to immediately take effective measures to protect the legal rights of all prisoners and detainees, ensuring that the management of prisons and detention centers complies with domestic laws and international human rights standards.

The proposal of this resolution marks an important step forward in promoting prison system reform in the Philippines. The general public and various sectors of society eagerly anticipate that Congress will soon initiate the investigation process, delivering a fair and transparent response to the victims and the public.
