The government of the State of Rio de Janeiro recently issued Decree No. 49804, officially authorizing the use of Video Lottery Terminals (VLT), totem machines, and other electronic terminals in sports betting and online gaming. The related equipment is distributed by the Rio de Janeiro State Lottery Company (Loterj) and can be deployed in two types of venues: one is specifically for VLTs and sports bars, and the other is non-gambling monopolies but allows business to be conducted in an auxiliary manner in stores.
The new regulations specify the security and identity verification standards for terminal use. Players need to log in via QR code, and access the device through multi-factor authentication that combines biometric recognition and two-factor authentication. The decree also defines several key technical concepts, such as smart POS machines, betting totems, encrypted tokens, and the VLTs themselves, ensuring the integrity and randomness of betting transactions.
Before deployment, all devices must undergo Proof of Concept (PoC) and obtain GLI and ISO international certifications, while connecting to a central system to meet compliance requirements such as traceability, data protection, and anti-money laundering.
Furthermore, all bets will be made through Pix payments linked to the player's CPF (Tax Identification Number) and integrated with the KYC player registration system, preventing underage and unauthorized users from participating from the outset, reducing addiction risks, and protecting consumer rights. The system will generate real-time audit records for continuous supervision by Loterj.
