The Philippine National Police (PNP) recently captured 9 South Korean suspects in Cebu City, who were allegedly involved in illegal detention and online gambling activities, with 5 of them being on Interpol's red notice. This operation stemmed from complaints by employees about being illegally detained and not receiving salaries for a long time. After investigation, the police obtained an arrest warrant from the local court and executed the arrest. The suspects now face multiple charges for violating presidential decrees and the Cybercrime Prevention Act, and are currently detained in different detention centers awaiting further legal proceedings.

Background and Arrest Process

The Philippine National Police (PNP) confirmed on Friday that they conducted a law enforcement operation in Cebu City, successfully capturing 9 South Korean criminal suspects. These suspects were allegedly involved in illegal detention and online gambling activities, demonstrating the police's determination and capability to combat transnational crime.

This operation originated from a complaint made on August 8, 2025, by an employee who claimed to have been illegally detained and had not received wages for nearly two months. The Regional Special Projects Unit (RSPU 7) of PNP's 7th District initiated an investigation upon receiving the report, eventually obtaining an official arrest warrant from the Cebu City local court.

Suspects' Situation and Interpol Red Notices

Among the 9 South Korean suspects captured, 5 were on Interpol's red notice. These notices indicate that the suspects are allegedly involved in international criminal activities, potentially across multiple jurisdictions.

All suspects are currently detained, with some not eligible for bail, while others have their bail set at 120,000 pesos each. This differentiated bail condition reflects the varying assessments of case severity and potential risks posed by the suspects.

Legal Procedures and Charges

On September 23, Judge James Stuart Ramon E. Himaralao of the Cebu City local court's 7th branch issued a formal arrest warrant, providing legal basis for the police operation. The acquisition of the arrest warrant indicates that investigators had gathered sufficient evidence to support the arrest.

On October 2, new charges were filed against the same group of 9 suspects, including violations of Presidential Decree No. 1602 and the 2012 Cybercrime Prevention Act. These new charges are directly related to the suspects' alleged involvement in illegal online gambling activities.

Police Statement and Law Enforcement Stance

Acting PNP Chief Major General Jose Merlencio Nartatez emphasized that the operation highlighted the police's stance of maintaining law and order without discrimination of nationality. He stated that the arrest operation sent a clear message to society that no one, whether local or foreign, is above the law.

PNP spokesperson Brigadier General Randolf Tuano reiterated that the police will pursue criminals regardless of nationality and are committed to ensuring public safety in the Philippine community. He emphasized that vigilant citizens are vital allies of law enforcement, and community involvement helps prevent crime and achieve justice.

Detention Situation and Further Procedures

Currently, 5 suspects are detained at the RSPU 7 detention center, while the remaining 4 are held in the Cebu City detention center. This separate detention arrangement may be based on security considerations or investigative needs.

All suspects are awaiting further legal procedures, including formal prosecution and court trials. The Philippine judicial system will process these suspects according to relevant laws, ensuring fair procedures and protection of legal rights.

Case Significance and Law Enforcement Background

This arrest operation aligns with the directives of Philippine President Ferdinand R. Marcos to strengthen nationwide crime-fighting efforts and ensure public safety. The case reflects the Philippine law enforcement's zero-tolerance attitude towards transnational criminal activities.

The operation also showcases the cooperation between Philippine police and international law enforcement agencies, especially in handling cases involving Interpol fugitives. This international cooperation is crucial for combating transnational crime networks.

Community Involvement and Public Safety

The police spokesperson emphasized that informed and vigilant citizens are the greatest supporters of law enforcement work. Active community involvement not only helps prevent crime but also ensures that justice is swiftly served.

The successful resolution of this case was partly due to public reporting, demonstrating the significant role of public involvement in maintaining community safety. The police encourage citizens to continue providing information on suspicious activities to help maintain community safety.
