New Zealand's Department of Internal Affairs confirmed on Wednesday that a man in downtown Auckland has been formally charged for operating two illegal poker venues. This investigation, dubbed "Operation Turbine," has uncovered a batch of underground casinos masquerading as legitimate businesses. The accused did not appear in the Auckland District Court, and the judge issued an arrest warrant directly. This case not only exposes how rampant illegal gambling is in the downtown area but also coincides with New Zealand's upcoming online casino market opening. PASA's official website had previously analyzed gambling regulation across different jurisdictions, noting a pattern: the eve of legal market openings often serves as a window for concentrated crackdowns on illegal activities.

Operating under the guise of legality, millions earned in two years

According to DIA's charges, these illegal activities lasted for two years and three months, with profits exceeding 1 million New Zealand dollars, not counting untraceable cash and cryptocurrency transactions. Not only individuals were involved, but registered corporate entities were also charged. More seriously, the operator was also charged with "related person theft," facing up to 7 years in prison. DIA's gambling director Vicky Scott stated heavily: "These illegal poker venues are located right in the middle of bustling dining and entertainment districts, blatantly operating, and the public can hardly tell. Players often do not realize they are participating in illegal gambling, and when trouble arises, no one is there to cover them."

She also highlighted a disturbing trend—the increase in casinos disguised as legitimate businesses. Scott warned that illegal gambling not only pushes people into financial quagmires and addiction traps but also exposes them to predatory behavior and criminal activities, while also eroding trust in licensed operators and community fundraising.

New laws approaching, illegal space rapidly narrowing

The broader context of this case is that New Zealand's gambling regulation is undergoing a historic tightening. At the end of April, the "Online Casino Gambling Act" was passed in its third reading, with New Zealand expected to officially launch its regulated iGaming market in 2027, issuing the first 15 licenses with strict regulatory conditions. The core goal of this new system is clear: to enhance consumer protection, strictly control advertising, establish harm minimization standards, and empower law enforcement to crack down on unlicensed operators targeting New Zealand consumers. Entain has already targeted 3 of the 15 licenses in March. CEO Stella David highlighted their advantage in the FY25 earnings call: with the exclusive operation of the TAB gambling brand in New Zealand, Entain is the only online player that can cross-sell between sports and iGaming.

A similar enforcement storm is also unfolding in Indonesia. Following a surprise inspection at a commercial building in Jakarta, the Indonesian Minister of Immigration and Corrections, Agus Andrianto, has ordered enhanced surveillance of all locations that could be used for similar activities. From Auckland to Jakarta, regulators are increasingly adopting a zero-tolerance approach to illegal entities hidden within ordinary commercial premises.

Currently, once the accused is apprehended or brought to court, subsequent trials will unfold. The charged companies will also face synchronized legal proceedings. According to New Zealand's "Gambling Act," fines and other penalties are inevitable, and the theft charge directly relates to actual prison terms.
