Pennsylvania set a new monthly gambling revenue record in May 2025, totaling $601.8 million, a 4.8% increase from the previous record of $574.5 million set in March. This also represents a 15.5% increase from May 2024 and a 7.7% increase from April of this year, mainly due to the continued expansion of iGaming and sports betting.
According to data from the Pennsylvania Gaming Control Board (PGCB), despite mixed performances in physical casinos, strong growth in online gaming and sports betting sectors drove overall revenue breakthroughs. Retail slot machines remain a pillar of revenue in the state.
iGaming leads strongly, with a 33.8% year-over-year increase
In May, iGaming total revenue reached $232.9 million, a 33.8% increase from the same period last year. Breaking it down, online slots contributed $177.2 million, table games generated $52.9 million, and online poker contributed $2.8 million.
Among operators, Hollywood Casino at Pennsylvania National Race Course and its online platform continued to lead, with iGaming revenue exceeding $90.1 million, up 38.4% year-over-year. Valley Forge Casino Resort followed closely with revenues of $64.1 million, a high growth rate of 44.4%. Rivers Casino Philadelphia ranked third with $36.9 million, up 18% year-over-year.
Sports betting surges 34%, FanDuel leads the market
Sports betting also performed well, with May revenue reaching $59.4 million, a 34.4% increase year-over-year. Of this, online betting contributed $56.4 million, while retail sports betting revenue was $3 million.
The total amount wagered for the month reached $655.4 million, a 10.7% increase from the same period last year. Online betting accounted for $625 million, retail betting was $30.4 million, with an overall hold rate of 9.06%.
At the operator level, the partnership between Valley Forge Casino Resort and FanDuel once again dominated, with a betting amount of $252.8 million, revenue of $28.4 million, and a hold rate of 11.23%. DraftKings and Hollywood Meadows Casino ranked second, with bets of $168.9 million, revenue of $15.7 million, and a hold rate of 9.3%. Fanatics and Hollywood York Casino ranked third, with revenue of $2.8 million and a hold rate of 6.48%.
Additionally, ESPN Bet in partnership with Penn National's Hollywood Casino generated $2.6 million from $27.2 million in bets, with a hold rate of 9.56%. Bet365, in partnership with Presque Isle Downs Casino, had bets of $28.6 million, revenue of $2.3 million, and a hold rate of 8.04%.
Retail slot machines see stable growth, table games slightly decline
Despite the strong momentum in iGaming and sports betting, physical casinos showed a mixed trend. Retail slot machine revenue grew by 5%, reaching $224.9 million, but physical table game revenue declined by 4.6%, to $79.9 million. Video gaming terminals (VGT) at truck stops slightly fell by 0.1%, to $3.7 million. Fantasy sports revenue also declined by 5.4%, to $1.1 million.
Total tax revenue exceeds $255 million, with iGaming contributing the most
In May, gambling activities in Pennsylvania generated a total tax revenue of $255.1 million. Of this, iGaming taxes were $104.6 million, sports betting $21.4 million, physical slot machines $113.7 million, and physical table games $13.4 million.
Overall, May not only set a new record for the state's gambling revenue but also further solidified Pennsylvania's position as a leading state in the U.S. gambling market, especially in the development of digital gambling.
