The government of Kazakhstan has recently approved four new casino zones, specifically opened for international tourists. This initiative aims to boost inbound leisure spending and extend regional tourism products beyond major urban centers. The four new areas are located in strategic locations known for their natural landscapes, including the Mangystau region along the Caspian coast, the Panfilov district in Zhetysu region near Lake Alakol, the Talgar district in Almaty region, and the Markakol and Zaysan districts in East Kazakhstan. Simply put, it means opening casinos in natural scenic areas, specifically targeting foreign tourists' money.

Unlike the existing casino zones in Konyaev and Uchinsk-Borovoye, which allow both locals and foreigners, the newly developed zones are legally open only to foreign tourists. This approach contrasts with markets like Vietnam, which have recently tried to relax local player restrictions. Authorities have explicitly stated that gambling facilities will not be permitted in natural reserves, heritage sites, or critical national security lands.

The Deputy Minister of Tourism and Sports emphasized that the new casino zones are expected to bring significant economic benefits: each casino is expected to create about 500 jobs, with annual tax revenues reaching 20-40 billion Tenge, and the number of gambling tourists is expected to increase from the current 100,000 to 200,000. Kazakhstan's tourism industry has recently seen significant growth, reporting revenues of about 1.25 trillion Tenge and investment exceeding $2.6 billion. The current gambling regulations restrict domestic gambling to two regulated areas, and authorities plan to refine and expand this model to new foreign-exclusive casinos to attract global tourists while controlling domestic gambling activities.
