Two Australian investigative shows recently turned their cameras on a disturbing phenomenon: two former Australian Football League players are openly using their social media influence to promote an offshore illegal online casino. Former Brisbane Lions player Mitch Robinson and Rhys Mathieson have been named actively promoting the overseas operator Vegastars, with one promotion linked to the current oil price pressure offering a A$5,000 (about US$3,580) prize particularly glaring. Celebrity faces, the traffic code of illegal platforms

Robinson and Mathieson have hundreds of thousands of followers on social media combined, whose audience profile highly overlaps with the target customer group of illegal gambling platforms—young, familiar with digital payments, and having a natural trust in sports stars. The prize promotion tied to the current painful topic of oil prices further lowers fans' guard. The Australian Communications and Media Authority has clearly stated that it is in contact with the involved influencers, warning them of the legal risks of promoting illegal gambling services, and is reviewing several potential violations.

According to Australian law, individuals promoting illegal online gambling services can face up to A$59,400 (about US$42,600) in civil penalties per violation, and even higher fines up to A$2.475 million (about US$1.77 million) for assisting visitors through links and other means. Kay Cantwell, CEO of Responsible Wagering Australia, pointed out that illegal operators offer no consumer protection, do not pay domestic taxes, and frequently target groups registered in the BetStop national self-exclusion system. Australians lose about A$3.9 billion (about US$2.79 billion) annually on illegal offshore gambling platforms, with the unlicensed market expanding at 2.5 times the rate of the licensed market.

1,564 websites blocked, mirror sites still proliferating in the shadows

Website blocking is one of the core enforcement tools of the ACMA. Since November 2019, the agency has blocked 1,564 illegal gambling and associated marketing websites, and since strengthening enforcement in 2017, more than 225 operators have exited the Australian market. Vegastars' main domain has been included in the blocking list, but the regulatory body admits that offshore operators' usual response strategy is to quickly deploy mirror sites to circumvent blocking. ACMA states it will continue to monitor new domains and implement re-blocking, but the balance of this cat-and-mouse game does not seem entirely in favor of law enforcement.
