The supervisory audit window is scheduled from December 15 to 18, 2025, covering PAGCOR headquarters and 16 Philippine casino branches—from Tagaytay, Angeles, Cebu to various venues in Metro Manila. The audit team gave quite positive evaluations on-site, praising aspects such as clarity in leadership and strategic direction, maturity in governance and regulatory compliance, the role of process digitization in enhancing efficiency, resilience and safety culture in operations, quality of customer service and innovation in gaming, commitment to sustainable and responsible operations, and the robustness of the employee training and capability development system. The six commendations covered governance, operations, compliance, and human resources comprehensively, indicating that PAGCOR's quality management system has permeated from the institutional framework to daily execution.
The dilemma of dual roles under the endorsement of certification
The core value of ISO 9001 certification lies in demonstrating an organization's ability to consistently provide products and services that meet customer and regulatory requirements. For PAGCOR, the significance of this endorsement is more complex—it serves as both a referee in the eyes of the regulated and a player directly operating the Philippine casino brand. Tengco has repeatedly publicly supported ending this dual role, even using the metaphor "a referee cannot stand on the same field with players" to describe the necessity of reform. However, the separation of regulation and operation is still awaiting the final decision of the Philippine Governance Commission. The continuous achievement of ISO certification at least shows that PAGCOR's investment in process standardization and quality control under the existing structure is substantial. Should it eventually move towards privatization and separation, this quality management system covering 17 sites will become an important valuation support during asset divestiture.
